PhD Degree in Business Administration and Master (MSC) in Management from ISCTE – University Institute of Lisbon, Graduated in Transport from Higher Institute of Portuguese Transport and in Mechanical Engineering from Instituto Militar dos Pupilos do Exército.
With over 30 years of professional experience in business administration and management roles in large companies and organizations of a diverse nature, both in the public and in the private sector, as well as in the business sector of the State, such as: Valorsul; EGEO; Imoconsult; Portuguese Automobile Club ACP; Fiat Auto Portuguesa; Evicar; Loures Town Hall).
Constantino is the author of several articles published in technical and/or scientific journals in the area of public investment projects analysis with peer review.

The investment in the creation of the Bachelor's degree in Municipal Management and the different specializations proposed are justified in the framework of a process of change in which the municipalities face not only new social demands but also problems of increasing complexity, which find hard to respond appropriately.
This difficulty lies less in the problems and more in the endogenous characteristics of the Municipal Administration, traditionally marked by centralization, sectoral organization and bureaucratic management processes that disarm it to respond effectively to its new missions.
CAREER OPPORTUNITIES
This training enables the exercise of Management in Local Government Institutions, Town Halls, Parish Councils, Regional Administration, Municipal Associations and Municipal Companies, responding to the upcoming growing autonomy and modernization; Human Resource Management, Financial and Administrative Management.
